IMPORTANT CALIFORNIA LOW COST AUTO INSURANCE PROGRAM NOTICELast Updated: September 12, 2026
This notice applies to applications, policies, payments, documents, service requests, website submissions, text messages, emails, and other communications handled by Pacific Preferred Insurance Brokers, LLC (“PPIB”) in connection with the California Low Cost Automobile Insurance Program (“CLCA Program”).
Please read this notice carefully and retain a copy for your records. 1. OUR ROLEPacific Preferred Insurance Brokers, LLC serves as the Primary Online Producer and is a certified producer for the CLCA Program. PPIB assists consumers with applications, enrollment, and certain policy-service requests.
PPIB is not the insurance company, the California Automobile Assigned Risk Plan (“CAARP”), AIPSO, the California Department of Insurance, or the California Department of Motor Vehicles (“DMV”). The CLCA Program is administered by CAARP. Applications are assigned to a participating insurance carrier or other servicing entity designated by the Program. PPIB does not control carrier assignment, final eligibility determinations, policy issuance, billing, cancellations, claims, refunds, DMV processing, or other decisions reserved to CAARP, the assigned carrier, or a government agency. PPIB facilitates the applicant’s initial down payment through the Plan’s authorized enrollment and payment system but does not receive, hold, deposit, allocate, or remit premium funds to the assigned carrier. 2. APPLICATIONS, ELIGIBILITY AND APPLICANT RESPONSIBILITYQuestionnaires, preliminary reviews, rate estimates, and preliminary indications of eligibility are based on the information available at that time. They do not guarantee eligibility, premium, carrier assignment, application acceptance, policy issuance, or continued coverage.
Applicants are responsible for providing complete, accurate, and current information concerning:
Missing, inaccurate, inconsistent, or untimely information may result in additional premium, a surcharge, a delayed effective date, rejection, cancellation, rescission, nonrenewal, or another action permitted by the policy, Program rules, or applicable law. By signing an application or Program form, the signer makes the certifications, coverage selections, rejections, and acknowledgments shown in that document. Receiving or failing to respond to an email or text does not replace or change the signed application. 3. SUBMISSION DOES NOT AUTOMATICALLY CREATE OR CHANGE COVERAGESubmitting or uploading an application, payment, document, service request, text message, email, voicemail, or website form does not, by itself:
Coverage or a policy change is effective only when all applicable Program requirements have been completed and an effective date is confirmed in an authorized written insurance document or written confirmation from PPIB, CAARP, or the assigned carrier, as applicable. Do not drive or rely on requested coverage until you have received and reviewed valid written evidence showing the applicable vehicle, driver, coverage, and effective date. Coverage cannot be backdated unless specifically permitted by applicable Program rules and confirmed in writing. 4. TEMPORARY INSURANCE IDENTIFICATION CARDSA temporary insurance identification card provides evidence of insurance only for the insured, vehicle, policy reference, and effective dates shown on the card and only while the referenced coverage remains in effect. It does not provide a complete summary of the policy’s coverages, exclusions, or conditions.
A temporary identification card does not guarantee:
Immediately review the insured’s name, vehicle, VIN, and effective date shown on the temporary identification card. Promptly report any error and keep valid evidence of insurance in the insured vehicle. 5. CARRIER ASSIGNMENT AND POLICY DOCUMENTSCAARP generally assigns a submitted application to a carrier or servicing entity within approximately two to three business days.
An assignment notice containing the carrier contact information is generally mailed within approximately 15 business days. Permanent identification cards, declarations, billing documents, and other policy documents may take approximately 45–60 days to arrive. These timeframes are estimates only and are not guaranteed processing or delivery deadlines. Carrier, CAARP, technology, payment-processing, or mailing delays may occur. If you do not receive an assignment notice within approximately 15 business days, contact PPIB. If permanent policy documents or the first invoice does not arrive within approximately 45–60 days, contact the assigned carrier promptly. Failure to receive a document, invoice, reminder, or courtesy notice does not extend a deadline, excuse nonpayment, or establish that coverage remains active. 6. VERY LIMITED LIABILITY-ONLY COVERAGEThe CLCA policy is not “full coverage.” Basic liability limits are currently:
$10,000 for bodily injury or death to one person; $20,000 for bodily injury or death per accident; and $3,000 for property damage per accident. These limits are very low. An insured may be personally responsible for injuries or damages exceeding the policy limits. Consumers needing higher liability limits must obtain different insurance outside the CLCA Program. The CLCA Program does not provide:
Optional Uninsured Motorist Bodily Injury and Medical Payments coverage applies only when properly selected and shown on the signed application and issued policy. If a vehicle is financed or leased, the CLCA policy may not satisfy the lender’s or leasing company’s insurance requirements. Applicants must confirm those requirements directly with the lender or leasing company. Under California Insurance Code Section 11629.8, a qualifying CLCA policy satisfies California’s financial-responsibility requirements even though it provides lower limits than those generally required outside the Program. 7. NON-OWNED VEHICLES AND REGISTERED OWNERSInsuring a vehicle that is registered to another person does not automatically provide coverage to that registered owner.
Coverage for a registered owner applies only when permitted by the Program and when the required Coverage for a Non-Owned Automobile Endorsement or other applicable coverage has been properly requested and issued. Applicants must disclose the vehicle’s true ownership and provide all required ownership or transfer documents. Do not assume that a vehicle owner or another person is insured merely because the vehicle appears on an application, identification card, or policy. 8. INITIAL DOWN PAYMENT, FUTURE PAYMENTS AND POLICY STATUSPPIB uses the CLCA Program’s authorized enrollment and payment system to submit the application and process the applicant’s initial down payment.
PPIB does not receive, hold, deposit, allocate, or forward the initial premium to the assigned carrier. The Plan, through its authorized enrollment and payment system, is responsible for processing and transmitting the initial payment to the appropriate carrier or servicing entity under applicable Program procedures. Submitting payment information or receiving a transaction confirmation does not guarantee:
Applicants should retain their payment confirmation and promptly notify PPIB if the payment is declined, reversed, returned, duplicated, or appears incorrect. After the application is assigned, all future installment payments must be made directly to the assigned carrier or its authorized payment processor by the applicable due date. PPIB does not receive or process carrier installment payments. Payments are not automatically withdrawn. If the assigned carrier offers automatic payments, the insured must enroll separately through the carrier’s authorized payment system and confirm that enrollment was successfully completed. A missing or delayed invoice, mailing problem, payment-processing delay, or failure to receive a reminder does not extend the payment due date. Initiating, submitting, or mailing a payment does not guarantee that it was received, accepted, or applied before cancellation. PPIB may not have real-time access to billing, payment, or policy-status information. Contact the assigned carrier directly to confirm balances, installment payments, cancellations, reinstatements, refunds, or whether coverage is currently active. 9. DMV REPORTING AND REGISTRATION SUSPENSIONSThe assigned carrier—not PPIB—generally reports insurance electronically to the DMV. Electronic reporting may take approximately 45–60 days. PPIB cannot control or guarantee when the carrier’s filing will appear in DMV records.
A temporary policy number, reference number, application, receipt, identification card, or NAIC number may not, by itself, satisfy the DMV or permit online registration renewal. A courtesy DMV reporting request submitted through PPIB does not guarantee DMV acceptance, processing, or registration reinstatement. Follow every instruction and deadline in the DMV notice, complete any required DMV steps, pay any required DMV fees, and confirm registration status directly with the DMV. Do not operate or park a vehicle on a public roadway while its registration is suspended. 10. REVIEWING APPLICATIONS AND POLICY DOCUMENTSApplicants and insureds must promptly review every signed application, identification card, declarations page, endorsement, invoice, and policy document for accuracy.
Carefully review:
Notify PPIB or the assigned carrier promptly if any information is inaccurate or incomplete. Until an authorized correction is processed and confirmed in writing, existing records and issued policy documents remain unchanged. The issued policy, declarations, endorsements, Program rules, and applicable law contain the complete and controlling terms of coverage. 11. CLAIMSReport every accident or claim directly and promptly to the assigned carrier.
Reporting an accident or claim only to PPIB may not satisfy the policy’s notice requirements. PPIB is not a claims adjuster and does not determine fault, liability, coverage, repair costs, settlement amounts, or whether a claim will be accepted or paid. Any claims information provided by PPIB is general assistance only and is not a coverage determination or claims advice. 12. POLICY-SERVICE REQUESTSRequests to add, remove, or replace a vehicle or driver; change an address or coverage; obtain an SR-22; cancel or reinstate a policy; or complete any other policy transaction may require signatures, payment, supporting documents, carrier approval, or additional information.
A requested change is not effective unless completed under applicable Program procedures and confirmed in writing with an effective date. Do not assume coverage has changed merely because PPIB received or acknowledged the request. Once a request has been transmitted for processing, it may not be possible to withdraw, change, or revoke it through PPIB. 13. CANCELLATIONS AND REFUNDSSubmitting a cancellation request does not confirm that the policy was active when the request was submitted or that the cancellation has been completed.
The assigned carrier determines the effective date of cancellation and any refund according to the signed request, policy terms, Program rules, and applicable law. Any refund may be based on the pro rata unearned premium and may be subject to a $50 minimum premium per policy when permitted by the Program and policy provisions. Wait for the carrier’s written confirmation and contact the carrier directly for cancellation or refund status. 14. PROCESSING TIMES AND URGENT REQUESTSDocuments and service requests are generally reviewed during PPIB’s published business hours and processed in the order received.
Uploading or texting a document does not confirm that it was received, reviewed, accepted, or processed. If you do not receive an acknowledgment or written confirmation, contact PPIB directly during regular business hours. Processing times vary based on request volume, completeness, Program requirements, and carrier or system availability. Do not rely on email, text message, voicemail, or a website form for an urgent or same-day coverage need. Do not assume that a transaction is complete without authorized written confirmation. 15. COURTESY COMMUNICATIONS AND ELECTRONIC DELIVERYEmails, text messages, automated messages, reminders, and forwarded carrier notices are provided as a courtesy. They may be abbreviated, delayed, filtered, misdirected, or undelivered.
Courtesy communications do not replace:
Except for communications PPIB is required to provide under applicable law or Program requirements, PPIB does not undertake an obligation to send payment reminders or forward every notice issued by the carrier, CAARP, the DMV, or another party. Failure to receive a courtesy communication does not mean that an account is current, a payment is not due, or a policy remains active. Customers are responsible for:
Do not transmit Social Security numbers, complete banking information, payment-card information, or other sensitive information through an unapproved email or text-message channel. 16. GENERAL INFORMATION AND CONTROLLING DOCUMENTSInformation on this website and in PPIB communications is provided as a general summary. It is not a binder, policy, endorsement, guarantee of coverage, legal advice, claims advice, or DMV advice.
Program eligibility requirements, rates, forms, carrier procedures, processing timeframes, and applicable laws may change. If this website or a PPIB communication conflicts with the signed application, temporary identification card, issued policy, declarations, endorsements, required Program forms, controlling Program rules, carrier confirmation, or applicable law, the applicable official documents and legal requirements will control. Nothing on this website changes or expands coverage; guarantees eligibility, policy issuance, continued coverage, claim payment, a policy change, DMV processing, or registration reinstatement; or waives any consumer right, legal duty, or liability that cannot lawfully be waived.
