LOW COST CHANGE REQUEST TERMS & CONDITIONS

By using our online LCA Change Request - Certification Form, you agree to the following terms & conditions as it relates to the eligibility of the change request and processing.
CALIFORNIA LOW COST AUTOMOBILE INSURANCE PROGRAM ELIGIBILITY REQUIREMENTS
To be eligible for a Low Cost Auto policy, the applicant must meet all of the following criteria:
A. Residency Requirement
The Low Cost Automobile Insurance Program is available to persons who are residents of California.
B. Income Requirement
The applicant must reside in a household with a gross annual income that does not exceed 250% of the federal poverty level.
C. Motor Vehicle Requirement
The following autos with a value of $25,000 or less at the time of application for insurance, as evidenced by the value given to the auto by the Department of Motor Vehicles in assessing licensing fees, are eligible for a Low Cost Auto Policy:
1. A private passenger or station wagon type auto owned or leased for a continuous period of six months or more by a natural person and used for personal use.
2. A pickup truck or van owned or leased for a continuous period of six months or more by a natural person and not customarily used in the occupation, profession, or business of the applicant other than in the course of driving to or from work.
If an applicant with a newly acquired auto does not have a vehicle registration with a VLF code available, the value of the vehicle at the time of application shall be determined using the VLF code on the Certicate of Title issued by the Department of Motor Vehicles. The applicant shall be eligible for coverage through the Program for one year.
When the newly acquired vehicle is submitted on a policy change request as a replacement vehicle and a vehicle registration is not available, the value of the vehicle shall be determined using the VLF code on the Certificate of Title. The insured shall be eligible for coverage through the Program for the remainder of the policy period.
When a Certificate of Title is submitted with an application or policy change request, the assigned insurer shall request a copy of the vehicle registration to confirm vehicle eligibility prior to issuance of a renewal policy.
D. Applicant Requirements
The applicant must meet all of the following requirements:
1. be 19 years of age or older;
2. have no felony or misdemeanor convictions for a violation of the Vehicle Code on his or her motor vehicle record;
3. during the three years prior to the effective date of the Low Cost Auto policy
a. have been continuously licensed to drive an auto, except that an applicant 19 years of age or older who has fewer than three years driving history or who has not been continuously licensed to drive for the past three years may qualify for a Low Cost Auto Policy subject to the surcharge as set forth in the Plan of Operations.
b. have no at fault accident involving bodily injury or death on his or her motor vehicle record;
c. have not had more than one of either of the following:
*an accident resulting in only property damage in which he or she was principally at fault;
*a point for a moving violation;
d. have not had both an accident resulting in only property damage in which he or she was principally at fault, and a point for a moving violation;
4. not be a college student claimed as a dependent of another person for federal or state income tax purposes.
E. Other Auto Liability Insurance Coverage
The applicant is not eligible if he or she or anyone else in the household has purchased automobile liability insurance coverage that is in addition to the liability coverage provided by the Low Cost Auto Insurance policy.
Sec. 29. POLICY CHANGE REQUESTS
A. In the event coverage is desired for a replacement vehicle or a change in driver is requested, a written policy change request accompanied by a completed Policy Change Request - Certification Form and applicable documentation shall be submitted directly to the assigned insurer no later than three working days after its receipt by the producer.
B. The policy change request must meet the eligibility standards of this Program.
